    The international analysis DEFI has been started in 1995 by François GAZAY from information provided by international  organisms managing helps and subsidies for Small- & Medium-sized Enterprises (SMEs) throughout the World. 
    In the beginning, DEFI was mainly a description of French Helps & Subsidies provided by national, regional and local organisms. 

    Since 1998, François GAZAY has progressively enlarged DEFI analysis by turning it to European and International Markets thanks to Multimedia and Internet techniques.
